LB 594
On Tuesday, April 13, Governor
Dave Heineman signed two first-of-their-kind pro-life bills into
law. The first bill, The Women’s Health Protection Act (LB 594)
was introduced by Sen. Cap Dierks (Ewing) and requires
pre-abortion screening for risk factors that predict abortion
complications. The Legislature adopted LB 594 with 40 senators
voting yes, and 9 voting no. Here is how the senators voted:
YES: Adams, Carlson, Christensen, Coash, Cornett, Dierks, Dubas,
Fischer, Flood, Fulton, Gay, Giese, Gloor, Hadley, Hansen,
Harms, Heidemann, Janssen, Karpisek, Krist, Langemeier, Lathrop,

LB 1103:
Pain-Capable Unborn Child Protection Act.
was introduced by Sen.
Mike Flood (Norfolk). LB 1103 prohibits abortions after 20 weeks
in utero with very narrow exceptions to prevent the death of the
mother or for serious physical health risks. The bill was
adopted on a vote of 44-yes to 5-no. Here is how the senators
voted:

LB
1110: Prenatal care for unborn children.
This bill is intended to allow Nebraska to continue to offer
prenatal services to unborn children of low-income women,
including those who are undocumented immigrants. The federal
Centers for Medicare and Medicaid Services (CMS) notified the
state that it must stop providing prenatal services to some of
these children through Medicaid. CMS has also informed the
state that prenatal care may be provided to unborn children
through the Children’s Health Insurance Program (CHIP).
Therefore, LB 1110 directs the Department of Health and Human
Services to establish a separate state program under the
targeted low-income child health option of CHIP. Nebraska
Catholic Conference supports LB 1110. Unanimous consent to
bracket until April 14, 2010 |
